<title>Our Homeland and Our Security: A Look Into America&apos;s Critical Infrastructures</title>

	<p>Since 9/11 this country has been faced with a problem unforeseen prior to the tragic events in 2001: terrorist threats and attacks against the United States. Just a decade later, we are facing complex issues regarding the protection of this nation‘s most critical assets. Ordinary Americans depend on banking, public transportation, highways, and other infrastructures to maintain a healthy living. The protection of these assets is conducive to how we sustain freedom and prosperity in America. Addressed in this project are several topics analyzing the safety and security of critical infrastructures including banking and finance, maritime areas, rail way systems, and the critical infrastructures for the U.S. Department of Defense are used as primary examples. In addition to these topics, the issue of human rights, the USA Patriot Act, and military tribunals are included, as well as intelligence assessments against the New York City subway system.</p>
<p>Chapter I contains a report to the Secretary of the U.S. Department of Homeland Security, Janet Napolitano, laying out the need to increase and enhance security measures for the nation‘s infrastructures, in this case, seaport security. This gives a broader view on how government agencies of all levels must sustain healthy relationships with private stakeholders and international organizations. As the world becomes smaller with technology, we have to become mindful of how one act of terrorism could be detrimental to not only America but to the global economy.</p>

	<p>Despite the efforts of the United States Drug Enforcement Administration, United States Government, Armed Forces, and other law enforcement agencies, illegal drug uses continues to be a major issue. The direct connection between illicit drugs and terrorism, specifically in Afghanistan, poses a major threat to America along with the effects these drugs have on public health. In order to continue to successfully counter illegal drug trafficking and abuse in the United States it is essential to bolster numerous aspects of the Drug Enforcement Administration its efforts. This includes management, public-private partnerships, and critical infrastructure protection. It is also necessary for the Drug Enforcement Administration to develop strategic plans and carry out assessments of all efforts to insure each programs success. This document will address all of these areas in order to illustrate how to move forward in combating illegal drug trafficking, sales, and abuse.</p>

	<p>The term homeland security has been defined by the National Strategy for Homeland Security (NSHS) as "a concerted national effort to prevent terrorist attacks within the United States, reduce America's vulnerability to terrorism, and minimize the damage and recover from attacks that do occur" (NSHS). The United States government has made countless attempts to protect the nation, some of which were successful. For the purpose of this paper, the United States government refers to all government agencies on the federal, state, and local levels. The task of securing the nation has been extremely complex and time consuming. There are times in certain situations where complexity is not the solution, rather simplicity is the key. The purpose of this paper is to illustrate how using management tools and applying them to different areas of the U.S. government can benefit the government‟s homeland security efforts.</p>

	<p>The use of illicit drugs in the United States can be looked at as a homeland security concern for many reasons. The illicit drug trade challenges the security of our borders, fuels crime in many of our communities and when illicit drugs are abused by individuals, they can become unproductive members of society. This loss of productivity can be attributed to healthcare concerns, incarceration and the burden placed on the rest of society to make up for the loss. Terrorist organizations like Al-Qaeda have shown involvement in the illicit drug trade and use it as a means of funding their operations. The war on drugs has been fought for many years and will continue to be waged in a joint effort with the war on terror. We must start at home by strengthening our borders and ridding our communities of illicit drugs and the negative impact associated with them.</p>

Each and every year human beings are recruited, tricked, transferred and harbored as slaves. This is an international crime and each country is affected by trafficking, whether it is as a country of destination, transit or origin destination for victims.</p>

	<p>My Masters Project focuses around the New York/New Jersey High Intensity Drug Trafficking Area (NY/NJ HIDTA). Narco-terrorism has become a significant issue for the safety and security of the United States. Terrorist financing also plays a significant role in the war on terror. I chose to create a three part strategy for the NY/NJ HIDTA that will combat both narco-terrorism and terrorist financing. Each chapter describes another detailed plan of how the NY/NJ HIDTA, as well as particular agencies within, combat these issues in attempt to keep our nation secure. My Masters Project was carefully constructed with a strong focus on terrorist financing. The top priority of terrorist organizations is to cripple the American economy. This paper will illustrate the significance of "following the money" will eventually deteriorate terrorist organizations at their core.</p>

	<p>The sharing of power and responsibilities between the individual states and the federal government is detailed in the US Constitution and is called federalism. Research has indicated that the shift of power between the states and federal government has waxed and waned over the last 236 years. This qualitative study is based upon literature review of the relationships of local, state, and federal governments in responding to catastrophes. Each level of government brings unique capabilities to the response to catastrophic events. There is no need to usurp federalism in order to survive the next catastrophe; it is going to take all levels of government working together in a collaborative fashion. The aim of this study is to influence policy makers to take a more balanced approach to the roles of local, state, and federal governments in emergency management.</p>
<p>In the past two decades, the United States and its citizens have experienced several natural and man-made (terrorist) disasters. Devastating in their own right, each disaster has led members of society to question the capability of local, state, and federal officials. The economic climate in the United States has placed emergency management efforts and the progress made over the past few years in jeopardy. Significant budget cuts and limited funding provide many challenges to continue the progress in making communities safe, less vulnerable, and resilient in regards to disasters and catastrophic emergencies. This thesis proposes the use of increased collaborative arrangements, greater accountability, and the use of performance measures as ways to achieve greater efficiency to maximize emergency management efforts under budget constraints.</p>
<p>A better understanding of emergency plans and the effect it has had on varying levels of society will enable civic leaders an opportunity to improve existing emergency plans and reduce the potential for loss of life. Preparing civilians has more impact on the psychological well-being of the nation than being rescued by emergency services; and preparing civilian‘s increases community resiliency at a faster rate than preparing response personnel.</p>

	<p>The definition of homeland security and all that it encompasses has been an ongoing discussion since the events of 9/11. As a homeland security professional it has become clear to me that homeland security is not only a federal obligation, but a local priority as well. All events are local and the government cannot be solely responsible for the preparation, response, and resilience of each individual community. The Village of Mamaroneck is a small jurisdiction approximately 30 miles from New York City. The prime threat this Village has faced is inclement weather and severe flooding due to the multiple floodplains scattered around the 32 square miles that make up the community. However, due to the rising tensions and hardships around the world, it is imperative that the Village of Mamaroneck be prepared to deal with unique situations that may affect the safety and prosperity of our residents.</p>
<p>The following research has been organized into a unified strategic plan for the continuity of operations for Mamaroneck Emergency Medical Services (MEMS). This plan is formatted to better prepare MEMS for unfamiliar situations and enhance our response and resiliency if ever faced with a catastrophic event. Although it is a starting point, this document produces optimism that MEMS will be able to build their operation into a prototype for other EMS agencies in surrounding jurisdictions.</p>

	<p>This master’s thesis is a compilation of "short stories" which share one common theme, the immediate and long-term protection, preservation and prosperity of my country, the United States of America. I embarked on this journey to obtain a Master of Arts in Management and Homeland Security because I am truly concerned about my children’s future, the future of the United States of America, and the future of the world as a whole. On September 11, 2001, the world caught a glimpse of true evil and witnessed death and destruction as it was carried out by focused and motivated enemies.</p>
<p>I have dedicated my career to the protection and service of the community and for the last six years, I have trained, prepared and molded the law enforcement profession through training new and seasoned police and peace officers in and around Westchester County, New York. Terrorism is not limited to a single country or region of the world. It needs to be confronted, stopped, investigated, fought and prevented on a global scale, because if a terrorist(s) succeeds anywhere in the world, it is a failure for us all.</p>

	<p>Keeping the nation resilient; that is a nation able to withstand any threat or catastrophe is a primary goal of the United States Government. Ever since 9-11 our nation has had to face the reality that we can be vulnerable to threats from forces outside our control. We have had to re-examine the threats that we face and how we can better deal with them in the best way possible.</p>
<p>The following project will explore the many facets connected to making a resilient society. My area of expertise within the emergency services management gives me the unique perspective as a first responder.</p>
<p>Putnam County does not have a full time ambulance / fire corp. so it relies on the volunteers and some paid employees to service the county. Reducing response times for ambulances in Putnam County was explored to provide more efficient aid and transport on the scene. There are recommendations for the county in how to achieve this goal.</p>
<p>Leadership is of the utmost important to get the most service out of your staff. A manager who uses the strengths of his people to move the agenda forward is essential. The top-down management style of the past does not work when you are trying to create collaborative with others to reach your goals.</p>
<p>We evaluated the Mahopac Ambulance Corp. and exploring what things that are in place will work and recommendations for future growth. All the while we are cognizant of the Constitutional issues that arise in emergency services area.</p>
<p>As we explored various scenarios that could be perpetrated upon us, we looked for ways to cut time and budget to efficiently garner the best possible. Emergency Medical Services is one part of the overall plan to keep us safe and to mitigate the losses in any incident. We are constantly planning, evaluating and adjusting our strategies to achieve the best results. No longer can we merely look at ourselves as a local entity but we must see ourselves as global citizens who are affected by incidents that occur worldwide. Partnering with the private and public sectors will strengthen our approach to implement our mission to provide superior care to our community stakeholders.</p>

	<p>It has become apparent that true preparedness for a catastrophic event requires a strong local component. However, the patchwork of full and part time operators in a range of disciplines preparing for a variety of responsibilities creates the risk of an inexact or inefficient response. As a result, this document will support the idea that in order to improve the level of preparedness of municipalities, one full time police officer should be assigned to the newly created position of Homeland Security Officer (HSO), and be tasked with all manner of responsibilities for the most effective example of homeland security.</p>
<p>This Project will introduce the Homeland Security Officer position; its responsibilities and justifications. Various chapters will examine the position through the prisms of Management, Public Sector Policy Analysis, Multi-disciplinary Collaboration, and Public Health Emergencies. Two Strategic Plans are included: one for the Police Department of Pleasantville, New York, and a second for Terrorist Threats associated with living and / or working as an American in Germany. Specific threats to Pleasantville are also considered. A Threat Assessment of an attack similar to the one on Mumbai in 2008; and a Model Based Vulnerability Analysis (MBVA) of the Critical Infrastructure of the Drinking Water supply. Finally, there are some larger issues considered: Constitutional Issues in Homeland Security and International Human Rights Concerns for America.</p>
