Abstract
This comment recognizes that NAFTA is first and foremost an economic treaty designed to foster economic expansion. However, the author argues that NAFTA is, and will be, a catalyst for a sounder Mexican environmental program, and will ensure that substantive improvements will be made by the United States and Mexico for a better environment.
